Our email address is sales@aplussurplus.com. We normally respond to all emails within 24 hours, excluding weekends and holidays. If you do not receive a response, there is a problem.
Please keep in mind that if you are the winning bidder on any of our items, the email messages we send you will go to the email address that you have registered with eBay. If your registered email address is not working or has been changed, please make sure it is corrected before bidding on our items.
We are usually available by telephone Monday thru Thursday 7:00 AM - 3:00 PM Pacific time, and Friday 7:00 AM - Noon. Our phone number is 619-230-1100, and our FAX number is 619-230-1195.
Philosophy
Our prime objective is to sell items on the Internet in a fair and truthful manner. We do our best to honestly describe the items we sell, since we are your eyes in the auction, and we never deliberately hide any faults in these items. Occasionally we make mistakes, but these are honest mistakes. If you think we have made an error or not described an item accurately, please contact us and we will do our very best to resolve the problem. We have never received negative feedback from anyone who contacted us about a problem before leaving feedback.
Description
We sell mostly USED items in an AUCTION format. In order to help you evaluate the item in order to make a bid, we describe the physical appearance of the item and sometimes perform a basic test and describe the results. The tests we sometimes run are to give our buyers a general idea of the condition of the item to assist their bidding. We are a surplus dealer. We are not experts on the items we sell, and we DO NOT warrant these items to be safe or operational for any purpose. The BUYER is responsible for testing the SAFETY and operability of the items.
Condition
We do our best to accurately describe the physical appearance of the items. The description of the physical condition does NOT mean that they are working properly, it is simply a description of the exterior appearance. We use the following guidelines when describing the physical condition of our items:
- New in Box - The item is unused and comes in its original box
- New - The item has not been used or installed, but it may not come with original packaging or accessories
- Like New - The item may have been used, but signs of use are almost undetectable
- Excellent - The item shows little evidence of use
- Very Good - The shows some evidence of use
- Good - The item has the minor dings and scratches that come with normal use
- Fair - The item is well worn and may have some damage
- Poor - The item is beat up and/or may have serious problems
Additional good or bad information about condition may appear in the item description and the additional pictures. New or New in Box items are completely functional unless described otherwise.
Tests
We run tests on many of our items. In some cases, we are able to fully test an item. In others, we can do very little or no testing. If we do not say an item is tested and working properly, we only guarantee that it will perform the tests described and NOTHING more.
Payment
Payment must be received within 7 days after the auction ends. If you cannot pay for the item within a week after the end date, then please do not bid on the item. If you win the bid on an item, and then something comes up and you are unable to pay, please contact us as soon as possible.
We accept PayPal, MasterCard, Visa, American Express, U.S. money orders, and checks. There is normally a 10 day hold (our bank's requirement) for items paid for by check, however we sometimes waive this requirement for buyers with a lot of good feedback.
Any item that is picked up or shipped within California is subject to sales tax. If you are a California reseller and you plan to resell the item, you must provide us with a completed resale certificate. Blank certificate forms are available at the California BOE website.
Packing, Shipping and Insurance
We ship UPS to the U.S. only, except to Alaska and Hawaii where we will use Priority Mail. A shipping rate calculator for UPS is included in most of our auctions. For Alaska and Hawaii, as well as Military addresses, you may use the estimated weight and our zip code included in the auction to estimate the Priority Mail cost at the USPS website. We do not ship Parcel Post, because it takes too long. All items are shipped fully insured to cover the bid price.
On most small and medium items, we normally ship 1 to 5 business days after payment arrives or a check clears, all depending on how busy our shipping department is. On some larger or palletized items where a custom box or pallet is required, we may take up to 7 business days.
On most of our items we charge a fee for handling. This handling fee covers the cost of cleaning, packaging materials, and our listing fees. For very large items, this fee also covers some of the time and labor necessary to build a custom box or pallet. The handling fee allows us to offer most items with a low starting price and no reserve.
Very large items must be shipped by truck freight or picked up in person at our facility. If we show a handling fee on a trucked item, this charge is to strap the item to a shipping pallet (included), protect any sensitive exposed areas, and cover it with shrink wrap.
On very large items, the estimated weight, pallet dimensions, and our zip code are all included in the auction listing so that you may get freight estimates from your own shippers. If you do not have a freight company in mind, then we can make the arrangements for you, based on the rate calculator in the auction.
Local pick-up is allowed. If you win an item and wish to pick it up to save shipping & handling fees, please email to let us know you will be picking it up. We will reply with the correct total, payment options, pick-up hours, and our address. Our normal pick-up hours are Monday thru Thursday 7am – 2:30pm, and Friday 7am – Noon. For large items, we will assist you with loading it into your vehicle.
Items won MUST be collected within 14 days after the auction ends, after which we will charge $10 per day to store the item in our facility.
Returns
Most of our items are sold with an unconditional 7, 14, or 30 Day return option. We do this because as a surplus dealer we often do not know the full history of the items we sell. These items are often sold very cheaply and can be a very good deal. Since we don't always know whether they are working or not, there is some risk to the buyer. This return policy limits the buyer’s risk to shipping charges only. We also take some risk. If an item is returned, we lose the time and trouble to list the item as well as the packaging costs and eBay fees, so we try not to sell items with known problems this way. They can be returned for any reason if we are notified within the specified time (7, 14 or 30 days) after delivery.
If an item is described as untested or not fully tested, and you receive the item and are unhappy with it, it can be returned for a refund of the bid price if we are notified within seven days of delivery.
If we make a MAJOR error (in our opinion) in describing the item, it may be returned for a refund if we are notified within seven days of delivery. When it is our error, we usually pay the return shipping and refund the shipping and handling fees, at our discretion. We will make every attempt to be fair and reasonable.
AS IS – Most of our items are sold with the 7 Day return option, however a few things that have known problems or are in poor condition are sold AS IS. We do not think these items have much value, but offer them for auction to persons who might want them for some reason. AS IS items cannot be returned unless there is a VERY SERIOUS problem with the description (in our opinion).
Warranty - We offer warranties of various lengths on certain items. On warranty items, we will repair the item at our facility, replace the item, or refund the bid price (our choice) if we are notified of a problem during the warranty period which begins on delivery. The buyer is responsible for all shipping and insurance, but we will do our best to assist with local repairs to minimize shipping costs. If we feel the malfunction is due to an error on our part, we MAY cover the shipping costs. Damage caused by improper use or handling by the buyer is not covered.
In order to receive a refund, the following conditions MUST be met:
- We must be notified by e-mail that the item is being returned within seven days after it is delivered.
- You must receive an approval from us before returning the item.
- The item must be received at our office within fourteen days after the approval is given.
- It must be received in the same condition that it was sent. It is the buyer’s responsibility to ensure that the item is well packed and fully insured.
Feedback
EBay feedback is optional. We used to leave a positive feedback for anyone who left us feedback. However, eBay recently made changes, effectively rendering their feedback system useless. Until they change it back to something useful, we will not be making it a priority. As always, if you think we deserve less than positive feedback, we would appreciate it if you allow us the opportunity to correct whatever the problem is.
International Shipping
Our business is geared for domestic customers and we sell nearly all of our items for shipment to the United States only.
Our auctions are listed as U.S. only, so your eBay account must be registered in the U.S. in order to place a bid, and we ship to U.S. addresses only.
Upon request, and for certain rare or higher-end items only, we occasionally will agree to add an international buyer to our eBay “Buyer Requirements Exemption List”, usually after a special e-mail request where shipping terms are determined before the bid is allowed. This allows international buyers with a U.S. shipping address to place a bid.
On very rare occasions, we may agree to ship an item internationally. If we agree to ship internationally, we will complete the customs forms honestly. We not call our shipments "gifts", and the declared value will be the amount of the bid price.
